The third pic the code ref cited is for the open lugs on the line side. That is an old panel. We do still have a few around here but they are mostly in garages. The working space one on that pic is because it was in a cabinet which is not allowed now. I would also say working space may referto the meters under the panels also. The panel off to the right does appear to be a much newer panel than the original stuff is, like in the past 5-10 yrs.
