circuit breakers tripping

Can breakers weaken over time. My water heater breakers trip
occasionally, but seems ok for a time when I reset. There doesn't seem to be an overload problem. I notice this happens
when heater is in a heavy use mode.

Did you check the amperage draw with a clamp-on amp meter?
